1. First, create a new RGB image
(File\New...) with the measurements
128*128, 256*256 or 512*512 (I used 128*128 for this example) with
a white background.
2. Go to Filter\Noise\Add Noise... with
Amount: 999,
Uniform checked and
Monochromatical checked.
3. Go to Filter\Transform
Pixels\Crystalize with the setting 3.
4. Use Filter\Other\Offset with width
and height 64 (if 128*128, 128 if 256*256, 256 if 512*512 etc.) and
Wrap Around checked.
5. Now use Filter\Stylize\Emboss with
these settings: Angle=140
Height=2
Amount=50%. You can also use other
settings. After that, you can invert the image by using
Image\Adjust\Inverse.
The first image wasn't inverted, but the second one was.
6. Now use
Image\Adjust\Hue/Saturation with
Colorize checked. And it should look
something like this (if you hade the settings
Hue=241
Saturation=50
Lightness=-20):
And here is the image when inverted in step
5.
