1. Create a new 512*512 image. Run
Filter\Render\Clouds.
2. Now use Filter\Distort\Glass with the
settings (from top to bottom) 16, 2, Glassplates and 100
%.
3. Now use Image\Canvas
size and set both width and height to 384. You can
then resize if you want to (Image\Image
size) and change color
(Image\Edit\Hue/Saturation with colorize
selected).
Here I added a new layer, used
Filter\Render\Clouds and had the layer
settings Overlay in the layer palette, I
used Hue/Saturation with the same
settings again, and merged down the layer (Layer\Merge
Down)
